بِسْمِ اللَّهِ الرَّحْمَٰنِ الرَّحِيمِ

Allah the Exalted says in His Noble Book:

يَا أَيُّهَا الَّذِينَ آمَنُوا لَا تُقَدِّمُوا بَيْنَ يَدَيِ اللَّهِ وَرَسُولِهِ ۖ وَاتَّقُوا اللَّهَ ۚ إِنَّ اللَّهَ سَمِيعٌ عَلِيمٌ
“O true believer, do not hesitate, capriciously, in your decisions, before the precepts of Allah and His Messenger. Beware of Allah. Allah knows everything. “(Al-Hujurat, verse 1)

STATUTE OF THE WAQF DIRECTORATE – BAYT AL-MAL

وَلَا تَأْكُلُوا أَمْوَالَكُمْ بَيْنَكُمْ بِالْبَاطِلِ وَتُدْلُوا بِهَا إِلَى الْحُكَّامِ لِتَأْكُلُوا فَرِيقًا مِنْ أَمْوَالِ النَّاسِ بِالْإِثْمِ وَأَنْتُمْ تَعْلَمُونَ

1. Do not eat each other’s property in a dishonest way and do not sue for it before the judges in order to eat part of someone else’s property in a sinful way and knowingly! (Al-Baqara, verse 188)

لَنْ تَنَالُوا الْبِرَّ حَتَّىٰ تُنْفِقُوا مِمَّا تُحِبُّونَ ۚ وَمَا تُنْفِقُوا مِنْ شَيْءٍ فَإِنَّ اللَّهَ بِهِ عَلِيمٌ
2. “Never will you attain the good [reward] until you spend [in the way of Allah ] from that which you love. And whatever you spend – indeed, Allah is Knowing of it.” (Ali Imran, 92)

يَا أَيُّهَا الَّذِينَ آمَنُوا لَا تَأْكُلُوا أَمْوَالَكُمْ بَيْنَكُمْ بِالْبَاطِلِ إِلَّا أَنْ تَكُونَ تِجَارَةً عَنْ تَرَاضٍ مِنْكُمْ ۚ وَلَا تَقْتُلُوا أَنْفُسَكُمْ ۚ إِنَّ اللَّهَ كَانَ بِكُمْ رَحِيمًا
3. O believer, do not misappropriate property to each other in an illicit manner – but, you are allowed to trade with mutual consent – and do not kill each other! Indeed, Allah is Merciful to you. (An-Nisa, verse 29)

وَآتِ ذَا الْقُرْبَىٰ حَقَّهُ وَالْمِسْكِينَ وَابْنَ السَّبِيلِ وَلَا تُبَذِّرْ تَبْذِيرًا
إِنَّ الْمُبَذِّرِينَ كَانُوا إِخْوَانَ الشَّيَاطِينِ ۖ وَكَانَ الشَّيْطَانُ لِرَبِّهِ كَفُورًا
وَإِمَّا تُعْرِضَنَّ عَنْهُمُ ابْتِغَاءَ رَحْمَةٍ مِنْ رَبِّكَ تَرْجُوهَا فَقُلْ لَهُمْ قَوْلًا مَيْسُورًا
وَلَا تَجْعَلْ يَدَكَ مَغْلُولَةً إِلَىٰ عُنُقِكَ وَلَا تَبْسُطْهَا كُلَّ الْبَسْطِ فَتَقْعُدَ مَلُومًا مَحْسُورًا
4. Give to the neighbor his right, and to the poor, and to the traveler, but do not squander much,
for the spoilers are the brethren of Satan, and Satan is ungrateful to his Lord.
And if you have to turn your head away from them, because you yourself ask for mercy from your Lord and hope for it, then at least say a nice word to them.
He does not keep his hand clenched or completely open – so that he would not deserve a rebuke and be left with nothing. (Al-Isra, verses 26-29)

إِنَّمَا ٱلصَّدَقَـٰتُ لِلۡفُقَرَاۤءِ وَٱلۡمَسَـٰكِینِ وَٱلۡعَـٰمِلِینَ عَلَیۡهَا وَٱلۡمُؤَلَّفَةِ قُلُوبُهُمۡ وَفِی ٱلرِّقَابِ وَٱلۡغَـٰرِمِینَ وَفِی سَبِیلِ ٱللَّهِ وَٱبۡنِ ٱلسَّبِیلِۖ فَرِیضَةࣰ مِّنَ ٱللَّهِۗ وَٱللَّهُ عَلِیمٌ حَكِیمࣱ
5. Obligatory alms – charitable distributions, belong, only and exclusively, to the needy – the poor, the homeless, gatherers, people with lost or shaken hearts, unjustly captured, unjustly over-indebted, for hard work in the way of Allah, and for relief to travelers. It is the binding rule of Allah for you, and Allah is the Knower, the Knower of the essence of the needs of the needy, the Judge, the Prescriber. (At-Tawba, verse 60)

وَلَا تَقْرَبُوا مَالَ الْيَتِيمِ إِلَّا بِالَّتِي هِيَ أَحْسَنُ حَتَّىٰ يَبْلُغَ أَشُدَّهُ ۚ وَأَوْفُوا بِالْعَهْدِ ۖ إِنَّ الْعَهْدَ كَانَ مَسْئُولًا
6. Do not approach the orphan’s property at all! Unless you want to promote him, until he comes of age. And fulfill the obligation, because the obligation will, indeed, be answered! (Al-Isra, verse 34)

الْمَالُ وَالْبَنُونَ زِينَةُ الْحَيَاةِ الدُّنْيَا ۖ وَالْبَاقِيَاتُ الصَّالِحَاتُ خَيْرٌ عِنْدَ رَبِّكَ ثَوَابًا وَخَيْرٌ أَمَلًا
7. Wealth and sons are an ornament in life in this world, and good deeds, which remain forever, will be better rewarded by your Lord and what one can trust (Al-Kahf, verse 46).

فَآتِ ذَا الْقُرْبَىٰ حَقَّهُ وَالْمِسْكِينَ وَابْنَ السَّبِيلِ ۚ ذَٰلِكَ خَيْرٌ لِلَّذِينَ يُرِيدُونَ وَجْهَ اللَّهِ ۖ وَأُولَٰئِكَ هُمُ الْمُفْلِحُونَ
وَمَا آتَيْتُمْ مِنْ رِبًا لِيَرْبُوَ فِي أَمْوَالِ النَّاسِ فَلَا يَرْبُو عِنْدَ اللَّهِ ۖ وَمَا آتَيْتُمْ مِنْ زَكَاةٍ تُرِيدُونَ وَجْهَ اللَّهِ فَأُولَٰئِكَ هُمُ الْمُضْعِفُونَ
8. So give your relative righteousness, the poor and the traveler. This is good for those who want to please God. You will achieve whatever they want.
The money that you increase with the money of the people does not increase with God, and on the alms that please God, these good deeds multiply. (Romans verses 38 and 39).

9. Abu Hurayrah, may Allah be pleased with him, narrates that the Messenger of Allah, sallallaahu ‘alayhi wa sallam, said: (Sahihul Muslim, no. 4310; Sunan, Abu Dawud, no. 2882; Musned, Ahmed, no. 8831; Sahih, Ibn Huzaymah, no. 2494; Sahih, Ibn Hibban, no. 3016; el- Sunan al-Kubra, al-Nasa’i, no. 6445; Musned, Abu Ja’ala, no. 6457; al-Sunan al-Kubra, al-Bayhaqi, no. 13011.)

10. Abu Qatadah, may Allah be pleased with him, narrates that the Messenger of Allah, sallallaahu ‘alayhi wa sallam, said: “The best thing a man will leave for himself after death is: a good child who will recite a prayer for him (which will be his Kabul), permanent alms from which it will come to him as a reward, and the knowledge to be acted upon after his death. ”(Sunan, Ibn Majah, no. 241; Sahih, Ibn Huzaymah, no. 2495; Sahih, Ibn Hibban, no. 93)

11. Abu Hurayrah, may Allah be pleased with him, narrates that the Messenger of Allah, sallallaahu ‘alayhi wa sallam, said: , the mosque he built, or the musafirhana he made for travelers, or the river he carried, or the distributed alms he set aside from his property while he was alive and well – he will find it all after his death. ”(Sunan, Ibn Magje, No. 242)

12. Enes, may Allah be pleased with him, narrates that the Messenger of Allah, sallallaahu ‘alayhi wa sallam, said: he made a trough, a well he dug, a palm tree he planted, a mosque he made, a mushaf he left as a legacy, or a child who will seek forgiveness for him after his death! ” )
